The Solicitation Process

Introduction The RPSEA project solicitation process is designed to ensure solicitation requests lead to proposals, awards and technology that support program goals. As described below, RPSEA has established a process whereby stakeholder input is incorporated into an annual plan that then serves as the basis for soliciting, evaluating, and awarding research awards. Strategic Development The solicitation process begins with strategic development activities lead by the RPSEA Board of Directors (BOD) which define high-level program objectives. The BOD’s Strategic Advisory Committee (SAC), made up of both members and non-members from diverse organizations, ensure that industry needs are clearly identified. Program/Annual Plan The strategic objectives developed by the SAC then guide the development of the draft Annual Plan. 2008 Request For Proposals Released RPSEA is pleased to announce that a request for proposal (RFP) for the Unconventional Resources Program and a request for proposal for the Small Producer Program has been issued as of Tuesday, November 11, 2008. You are invited to submit a proposal in response to these RFPs and should review the documents and instructions concerning these proposals without delay. You are encouraged to submit proposals well in advance of the due date, which is January 12, 2009, 4 p.m., Central Time to allow for electronic receipt processing. Please notify those within your organization who may have an interest in these solicitations. All inquiries pertaining to RFPs must be in writing and directed to Contracts Director Wiley Wells by e-mail at wwells@rpsea.org by November 26. The project start date is approximately April 2009. The Research Partnership to Secure Energy for America, RPSEA, is a non-profit corporation established to help meet the nation's growing demand for hydrocarbon resources from U.S. reservoirs. RPSEA was founded by a consortium of the nation's premier energy research universities and research organizations to meet these key energy challenges: I. The Growing Demand for Petroleum The Energy Information Administration (EIA) forecasts a nearly 100% increase in US domestic natural gas consumption by 2025 and a global increase of 89% over the same period. Over 55% of the crude oil and products used in the US currently comes from imports and that is forecast to increase to 68%. II. Accelerated R&D Requirements The Energy Policy Act of 2005 includes significant funding for accelerated R&D in the oil & gas industry. III. The nature of United States domestic petroleum and natural gas production has changed over the years. Maturing production areas in the lower 48 states and the need to respond to shareholder expectations have resulted in major integrated petroleum companies shifting their exploration and production focus toward the offshore and foreign countries. Consequently, the role of the independent producer has become far more significant to domestic onshore petroleum production. For example, the independent share of the lower 48 states petroleum production increased from 45 percent in the mid-1980s to over 60 percent by 1995. Even more impressively, independent producers have been responsible for all of the major onshore discoveries since 1990. The fundamental uniqueness of independent producers and their role in supplying the nation's energy must be recognized and addressed. Unconventional Natural Gas and Other Petroleum Resources Mission The mission of the unconventional natural gas and other petroleum resources program element is to increase the supply of domestic natural gas and other petroleum resources through reducing the cost and increasing the efficiency of exploration for and production of such resources, while improving safety and minimizing environmental impact. Unconventional natural gas and other petroleum resource is defined in the Energy Policy Act as natural gas and other petroleum resource located onshore in an economically inaccessible geological formation, including the resources of small producers.
